YouTube Monetization Requirements

Joining the YouTube Partner Program

Turning your YouTube channel into a source of income starts with one major step: joining the YouTube Partner Program (YPP). This is the official gateway that allows creators to earn money from their videos. But getting in isn't automatic. YouTube has a set of requirements to ensure that the channels they partner with are active, legitimate, and in good standing.

Think of it as a formal application process. You need to meet certain benchmarks and agree to a set of rules before you can start monetizing. These requirements exist to reward creators who consistently produce quality content and maintain a healthy channel.

The Core Requirements

The first hurdle involves your channel's size and viewership. YouTube uses two key metrics to measure your channel's activity: subscribers and watch time. As of 2025, you need to hit the subscriber milestone and then meet one of two viewership thresholds, depending on whether your focus is on long-form videos or Shorts.

RequirementPath A: Long-form VideoPath B: Shorts
Subscribers1,0001,000
Public Watch Hours4,000 in the last 12 monthsN/A
Public Shorts ViewsN/A10 million in the last 90 days

You only need to satisfy one of the viewership paths. If you create long-form videos, you'll aim for 4,000 hours of public watch time over the past year. If you're a Shorts creator, your goal is 10 million public views in the last 90 days. The 1,000-subscriber requirement applies to both paths.

Only watch hours from public videos count toward the YPP threshold. Views from private videos, unlisted videos, deleted videos, and ad campaigns do not count.

Beyond the Numbers

Meeting the subscriber and view counts is just the start. YouTube also needs to ensure your channel is a good partner for its advertisers and community. This means you must follow all of YouTube's content policies. When you apply for the YPP, a human reviewer will check your channel to see if it complies.

Your channel is reviewed as a whole. Reviewers will look at your most recent videos, your most-watched videos, and the overall theme of your channel to ensure it aligns with their policies. The key areas of compliance are:

  • Community Guidelines: These are the rules of the road for behavior on YouTube. They cover everything from spam and deceptive practices to sensitive content like hate speech and harassment. You must have no active Community Guidelines strikes.
  • Terms of Service: The legal agreement you make with YouTube when you use the platform.
  • Copyright: You must own the rights to the content you upload. Repeated copyright strikes can make you ineligible.
  • AdSense Program Policies: These are rules specifically about where ads can be shown and what kind of content is considered "advertiser-friendly."

Violating any of these policies, especially repeatedly, can prevent you from being accepted into the YPP or get you removed from it later.

The Final Steps

Once you meet the numbers and are confident your content complies with the rules, there are a few final logistical steps to take.

First, the YouTube Partner Program is not available in every country. You must live in a region where the YPP is active. The list of eligible countries is available in YouTube's Help Center and is updated periodically.

Next, you need an active Google AdSense account linked to your channel. AdSense is the Google program that actually processes your payments. If you don't have one, you'll be prompted to create one during the application process. You can only have one AdSense account under your name.

After you've checked all these boxes and submitted your application, the final step is to wait for YouTube's review. This process can take a few weeks. If you're accepted, you can turn on monetization features in your YouTube Studio. If you're rejected, YouTube will provide general reasons why and you can re-apply after 30 days.

Getting into the YPP is a significant milestone, but it's also a commitment. To stay in the program and continue earning revenue, you must remain compliant with all of YouTube's policies. Your channel can be re-reviewed at any time, and staying active with uploads is also a requirement.
