Have you ever struggled to recall a fact, only to have it pop into your head later? That moment of mental strain isn't a sign of failure. It's the key to building a stronger memory. The retrieval effort hypothesis suggests that the harder you have to work to pull information from your memory, the more that memory is strengthened for the future.
Simply rereading notes feels productive, but it's a passive act. Actively trying to recall information forces your brain to re-engage with the material, creating a more durable memory trace.
This leads to a counterintuitive idea: for learning to be effective, it should feel a bit difficult. Psychologists call this concept "desirable difficulty." When retrieving a memory is too easy, it doesn't do much to strengthen it. But when it requires real cognitive effort, the brain flags that information as important and works harder to consolidate it, making it easier to access next time. The key is that the retrieval attempt must ultimately be successful. If you struggle and fail to recall the information, and don't check the correct answer, no learning occurs. The benefit comes from the successful struggle.

Forgetting to Remember
To understand why effort matters, we need to look at how memory works over time. Robert Bjork's New Theory of Disuse proposes that memories have two different strengths: storage strength and retrieval strength.
Storage Strength is how well a memory is embedded in your mind. This can only increase. With every review or successful recall, storage strength gets a boost.
Retrieval Strength is how easily you can access that memory right now. This strength is more fickle. It can go up or down depending on how recently you've used the information, the context you're in, and other factors.
Think of it like a library. Storage strength is whether a book is in the library's collection. Once it's added, it's there for good. Retrieval strength is how easy it is to find that book. A book you just returned might be on the front counter (high retrieval strength), while a book you haven't checked out in years is deep in the stacks, and you've forgotten its call number (low retrieval strength).
The ideal time to practice retrieval is when retrieval strength has dropped, but storage strength is still high. This is the sweet spot for desirable difficulty. Because the memory is harder to access (low retrieval strength), the act of successfully recalling it provides the biggest boost to both retrieval and storage strength.
This is why cramming for an exam feels like it works in the short term. It temporarily skyrockets your retrieval strength. But because the information never had a chance to build significant storage strength, it vanishes just as quickly. True, long-term learning requires building storage strength through effortful, spaced-out retrieval.
