What is the CEI Exam?

The Competency Evaluation Instrument, or CEI, is a mandatory examination for anyone working in an employment agency (EA) in Singapore. Its purpose is to ensure that agency staff understand their legal obligations under the Employment Agencies Act.

By passing the exam, personnel demonstrate they have the necessary knowledge to provide accurate advice to both employers and job seekers. This upholds professional standards across the industry and protects all parties involved. The exam is administered by the Infocomm Media Development Authority (IMDA).

Passing the CEI is a legal requirement for all employment agency personnel before they can start work.

Who Needs to Take It?

The CEI is not just for agency owners. The rules apply to anyone involved in the core work of an employment agency. This includes individuals who screen biodata, conduct interviews, or handle client accounts.

Exam Structure

The CEI is divided into three different papers. The papers you need to take depend on your role and the types of workers your agency places.

Registration and Format

To register for the CEI, candidates must go through an approved training provider. These providers offer courses to prepare you for the exam and will handle the registration process on your behalf. You cannot register for the exam directly as an individual.

The exam itself is computer-based and consists of multiple-choice questions. The duration varies depending on the papers you are taking:

  • Paper 1: 1 hour
  • Paper 2: 45 minutes
  • Paper 3: 1 hour and 15 minutes

A candidate must pass all required papers in a single sitting to be certified. If you fail one paper, you must retake all required papers.
