What is Risk Control?

After you've identified and assessed potential risks, the next step is to do something about them. This is risk control: the process of implementing measures to reduce or eliminate threats to your organization's goals.

Think of it as the action phase of risk management. It's not just about knowing a problem exists; it's about actively fixing it.

Controls are the specific actions, policies, and procedures you put in place. If the risk is a slippery floor, the control could be putting down non-slip mats, displaying a “wet floor” sign, or changing the mopping schedule. The goal is to bring the level of risk down to an acceptable level, so you can operate safely and effectively.

Why Bother with Controls?

Implementing risk controls isn't just about avoiding problems. It's a fundamental part of running a successful and sustainable organization. Without controls, a business is like a ship navigating a storm without a rudder. You know the dangers are there, but you have no way to steer around them.

Effective controls help an organization in several key ways:

  • Protect People and Assets: The most obvious benefit is safeguarding employees from harm and protecting physical assets like equipment and property from damage.
  • Ensure Business Continuity: Controls prevent disruptions that could halt operations, saving the company from costly downtime and lost revenue.

The Hierarchy of Controls

Not all controls are created equal. Some are far more effective and reliable than others. The Hierarchy of Controls is a framework that ranks different types of risk control measures from most to least effective. The idea is to always aim for the most effective control possible.

Let's break down each level, starting from the top.

1. Elimination: The most effective control is to physically remove the hazard altogether. If the hazard isn't there, it can't cause harm.

Example: A manufacturing process uses a loud machine. To eliminate the noise hazard, the company redesigns the process so the machine is no longer needed.

2. Substitution: If you can't eliminate the hazard, replace it with something safer.

Example: A cleaning crew uses a highly toxic solvent. Substituting it with a non-toxic, biodegradable cleaner reduces the risk of chemical exposure.

3. Engineering Controls: These controls are designed to isolate people from the hazard or remove the hazard at its source. They work without requiring any action from the employee.

Example: To control harmful dust from a cutting machine, a local exhaust ventilation system is installed to capture the dust as it's created. This is an engineered solution that protects workers automatically.

4. Administrative Controls: These are changes to the way people work. They rely on procedures, training, and policies to reduce risk.

Example: To limit exposure to a noisy area, the company implements a policy that allows workers to be in that area for only 15 minutes at a time. Warning signs are also posted.

5. Personal Protective Equipment (PPE): This is the last line of defense. PPE includes items like safety glasses, hard hats, gloves, and respirators. It protects the individual, but it doesn't remove the hazard.

Example: Workers in a construction zone are required to wear hard hats. The risk of falling objects still exists, but the PPE reduces the severity of a potential injury.

The hierarchy is crucial because lower-level controls like administrative actions and PPE are less reliable. They depend on human behavior, which can be inconsistent. A worker might forget to put on their gloves or fail to follow a procedure. Engineering controls, substitution, and elimination are inherently more dependable because they address the hazard itself.
