The End of the Weight Limit

The FAA's MOSAIC rule fundamentally changes how Light-Sport Aircraft (LSA) are defined. Previously, a hard 1,320-pound weight limit was a primary gatekeeper. This prescriptive rule was simple but restrictive, excluding many capable aircraft from the LSA category.

Mosaic scraps this weight-based system in favor of performance-based standards. Instead of asking "How much does it weigh?", the regulations now ask, "How does it fly?" This shift acknowledges that an aircraft's handling characteristics and safety are better measured by its aerodynamic performance than its mass alone.

Stall Speed as the New Standard

The new cornerstone of the LSA definition is stall speed. As defined in 14 CFR Part 1 and Part 61, an aircraft's eligibility is now determined by two key metrics: Vs1 (clean configuration stall speed) and Vs0 (landing configuration stall speed). These speeds are a direct indicator of an aircraft's low-speed handling and approach stability, making them a more relevant measure of the skill required to fly it safely.

To qualify as a Light-Sport Aircraft under MOSAIC, an aircraft must meet specific thresholds.

This change is significant. It means that many legacy aircraft that were too heavy under the old rules, such as a Cessna 172, can now be flown by sport pilots, provided they meet the stall speed criteria.

MOSAIC stipulates that existing legacy training aircraft such as Diamond DA-40s, Pipers, and Cessna 172s, 150s, and 152s, can be flown by sport pilots.

Broader Capabilities, Same Privileges

The performance-based approach also opens the door to features previously banned in the LSA category. Aircraft with retractable landing gear, adjustable-pitch propellers, and higher cruise speeds (up to 250 knots) can now qualify.

Perhaps most notably, MOSAIC allows for aircraft with up to four seats. However, this does not change the operational limitations for a pilot flying with sport pilot privileges. A sport pilot is still restricted to carrying only one passenger, regardless of the aircraft's seating capacity. This ensures that the complexity of the operation remains within the scope of the sport pilot certificate while expanding the pool of available aircraft for training and personal flying.
