Inside the Language Machine

When we think about language, we usually think of words on a page or sounds in the air. This is what linguists call E-language, or external language. It's the observable, physical manifestation of communication—the sentences spoken, the text written. It's the data we can collect and analyze.

However, focusing only on E-language is like trying to understand a computer by only looking at what appears on its screen. You see the output, but you miss the internal processing, the code, and the hardware that make it all possible. The real magic happens inside.

This is where I-language, or internal language, comes in. I-language is the cognitive system within a person's mind that creates and understands language. It's not a collection of sentences, but a computational procedure—a set of rules and principles that allows us to generate an infinite number of sentences from a finite set of elements. This mentalist perspective treats language not as a social artifact or a set of behaviors, but as a property of the individual mind.

The Poverty of the Stimulus

A key argument for the existence of I-language comes from a puzzle known as in linguistics. Simply put, the problem is this: How do humans develop such rich and complex linguistic knowledge when the evidence they encounter as children is so limited and imperfect?

Children are exposed to a finite number of sentences, many of which are incomplete, grammatically incorrect, or just plain messy. Think of how adults often speak in fragments or interrupt themselves. Yet, from this flawed and limited input, every child develops a powerful internal grammar. They can produce and understand sentences they have never heard before and instinctively know that "What did you see a picture of?" is a good sentence, while "What did you see a picture and?" is not.

If language were learned solely through imitation or stimulus-response, like a behaviorist might claim, this creative leap wouldn't be possible. The input (the stimulus) is simply too poor to explain the output (the rich grammatical knowledge). The solution proposed by linguists like Noam Chomsky is that we aren't learning from scratch. Instead, we are born with an innate capacity for language, a sort of universal grammar that guides our acquisition process. I-language is the mature state of this innate faculty.

Competence vs. Performance

To study this internal system, linguists make a crucial distinction between competence and performance.

Linguistic competence is a speaker's hidden, unconscious knowledge of their language. It's the perfect, idealized grammar that exists in your mind—your I-language. It's the system that tells you how to form questions, use tenses correctly, and construct sentences.

Linguistic performance is the actual use of language in real-world situations. It’s the E-language we produce, complete with all its flaws. Performance is affected by dozens of non-linguistic factors: memory limitations, distractions, slips of the tongue, nervousness, or being out of breath. For example, you might stumble over a complex sentence, even though your underlying competence is perfectly capable of generating it correctly.

Think of it like this: knowing how to ride a bike is competence. Actually riding it down a bumpy, crowded street where you might swerve or wobble is performance.

Internalist linguistics focuses on modeling competence, not performance. The goal is to understand the abstract system of knowledge, the of language, separate from the messy and often misleading data of speech. By filtering out the "noise" of performance, we can get a clearer picture of the underlying linguistic machine in the human brain.
