Uttar Pradesh's Bioenergy Push

Uttar Pradesh has been particularly proactive in creating a favorable environment for bioenergy projects. The state's success is built on strong policy support aimed at converting its vast agricultural waste into a valuable resource.

Uttar Pradesh’s success in the bioenergy space can be attributed to several key factors.

The cornerstone of this support is the Uttar Pradesh Bioenergy Policy 2022. This policy provides direct financial assistance to producers. Instead of just general encouragement, it offers concrete subsidies on the production of various biofuels. This significantly improves the financial viability of new projects from day one.

Under the policy, a subsidy of Rs 75 lakh per ton up to a maximum of Rs 20 crore will be given on production of compressed biogas, Rs 75,000 per ton up to a maximum of Rs 20 crore on biocoal, and Rs 3 lakh per kilolitre up to a maximum of Rs 30 crore on biodiesel production.

For a pellet-making business, the subsidy on biocoal is especially relevant. This kind of direct, production-linked incentive helps offset operational costs and accelerates the path to profitability.

Nationwide Financial Assistance

Beyond state-level initiatives, the central government provides several schemes to support the bioenergy sector across the country. These programs often focus on reducing the initial cost of equipment and machinery, which is typically the largest expense for a new plant.

The Ministry of New and Renewable Energy (MNRE) runs a key program offering Central Financial Assistance (CFA) specifically for biomass projects. This initiative supports the creation of briquette and pellet manufacturing units, helping entrepreneurs invest in the necessary technology.

The Ministry of New and Renewable Energy (MNRE) has launched a special Biomass Programme under its Waste-to-Energy initiative, which will remain effective until March 31, 2026.

Another powerful tool is the Credit Linked Capital Subsidy Scheme (CLCSS), managed by the Ministry of MSME. This scheme is not specific to bioenergy but is highly relevant. It provides an upfront capital subsidy on the institutional finance availed by small-scale industrial units to modernize their plant and machinery. For a pellet plant, this could mean a significant discount on the cost of pelletizers, dryers, and other essential equipment.

For smaller-scale operations, especially in rural areas, the Prime Minister’s Employment Generation Programme (PMEGP) is a valuable option. It's a credit-linked subsidy program aimed at creating self-employment opportunities through micro-enterprise establishment. A small biomass pellet unit in a location like Jhansi could be an ideal project for this scheme, as it aligns with the goal of generating local employment.
