In October 2023, France introduced a major piece of legislation called the Green Industry Law. How It Works

Several key provisions bring the law to life. A major one is a new tax credit called the "C3IV" (Crédit d'Impôt au titre des Investissements dans l'Industrie Verte). This incentive supports companies that invest in production facilities for the green technologies mentioned earlier. It's designed to make it more financially attractive to build these factories in France rather than elsewhere.

Another critical measure is the streamlining of administrative procedures for industrial projects. Before this law, getting approval for a new industrial site could take an average of 17 months. The new rules aim to cut this time in half, to around 9 months, by simplifying consultations and setting clearer deadlines for public authorities.

Public procurement is also a powerful tool. Under the new law, when a public entity—like a city or government agency—buys goods, it must consider environmental criteria more heavily. For example, products from countries with less stringent climate regulations might be excluded from bidding. This creates a protected market for goods produced sustainably in Europe.

Finally, the law addresses the need for physical space. It identifies and prepares 50,000 hectares of land, primarily by repurposing industrial wastelands, to make them ready for new green industry projects. This proactive approach ensures that companies have suitable sites available to build on quickly.

A New Approach

Compared to previous environmental laws in France, which often focused on penalizing polluters or setting limits, the Green Industry Law is more proactive. It's an industrial policy first and foremost, using environmental goals as the engine for economic renewal and re-industrialization.
