Early media theory often treated communication like a simple delivery service. The important part was the message, and the medium—be it a book, radio, or television—was just the truck that carried it. But a group of thinkers, known as the Toronto School, turned this idea on its head. They argued that the truck itself, the very technology of communication, was the most important part of the story.
This perspective suggests that the physical and structural properties of a medium have a more profound effect on society than any single message it transmits. A society shaped by the written word, they argued, will organize itself, think, and relate differently from a society built on oral traditions. The technology isn't neutral; it actively shapes human consciousness and social structures.
The Bias of Communication
One of the key figures of this school was economist-turned-historian , who was fascinated by how different empires throughout history managed to hold themselves together. He concluded that the dominant communication technology of an era determined its social and political structure. Innis proposed that media have a 'bias' toward either time or space.
Time-biased media are heavy and durable, like stone tablets or parchment. They are difficult to transport but last for ages. Societies dominated by these media, Innis argued, tend to be traditional, hierarchical, and focused on religion and history. They value stability over expansion.
Space-biased media are light and portable, like paper or radio waves. They can transmit information quickly over vast distances but are often ephemeral. Societies using these media tend to be secular, expansionist, and focused on the present. They favour empire-building and administration over tradition.
Innis saw history as a series of struggles between these biases. A healthy society maintains a balance. The rise of print, a strongly space-biased medium, enabled the rapid expansion of empires and a focus on the nation-state, but it came at the cost of temporal depth and tradition.
The Medium is the Message
Building on Innis's ideas, became the most famous—and controversial—figure of the Toronto School. He took the focus on technology a step further with his famous declaration: "the medium is the message."
What did he mean by this? McLuhan argued that the most significant effect of any medium is not the content it carries, but the change it introduces in scale, pace, or pattern into human affairs. The content of a television programme—a sitcom, the news—is just the juicy piece of meat carried by the burglar to distract the watchdog of the mind. The real impact is how the television itself alters family life, political discourse, and our very sense of time and space.
Throughout American history, evolving media technologies have changed the way we relate socially, economically, and politically.
To illustrate, the invention of the electric light had no "content" in the traditional sense, but it fundamentally restructured human society by allowing activity to continue after dark, effectively abolishing the night. This is the 'message' of the electric light. Similarly, the railway's message wasn't the wheat or coal it carried; it was the creation of new cities and new kinds of work on an accelerated, continental scale.
Hot vs Cool Media
McLuhan also categorized media as either 'hot' or 'cool' based on the amount of information they provide and the level of participation they require from the audience. This isn't a measure of quality, but of data density.

A photograph is 'hot' because it provides a high amount of visual detail, leaving little for the viewer to fill in. A cartoon, by contrast, is 'cool' because its simple lines require the viewer to actively participate in completing the image. Similarly, a lecture is hot, while a seminar or discussion is cool.
McLuhan argued that television, with its low-resolution, mosaic-like image, was a cool medium that demanded more sensory involvement than the hot medium of film. This distinction helped explain why different media foster different kinds of cultural and psychological effects.
Determinism or Construction?
The ideas of the Toronto School are often labelled as a form of technological determinism—the belief that technology is the primary driver of social change, and that its development follows an inevitable, internal logic. Critics argue this view is too simplistic, as it downplays human agency, culture, and economic forces in shaping how technology is developed and used.
The counter-argument is the social construction of technology (SCOT). This perspective holds that society shapes technology. The choices people make—inventors, investors, users, and regulators—determine which technologies succeed and how they are integrated into daily life. For example, the meaning and use of the telephone changed over time from a business tool to a device for social connection, guided by user behaviour, not just the device's inherent properties.
While the debate continues, the Toronto School's core insight remains powerful. By forcing us to look at the medium itself—its structure, its biases, and the environment it creates—Innis and McLuhan provided a crucial lens for understanding how communication technologies shape the very fabric of our world.
